TEXAS MUNICIPAL UTILITIES ASSOCIATION
GENERAL MEMBERSHIP BUSINESS MEETING
Hilton Austin Airport Hotel
Austin, Texas – April 29, 2004

MINUTES
The General Membership Business Meeting was held at the Hilton Austin Airport Hotel in Austin, Texas, on Thursday, April 29, 2004. Leonard Young, President, called the meeting to order at 12:49 p.m. and welcomed everyone present. Approximately 39 members and 1 TML staff person were present.

APPROVAL OF MINUTES
Jim Siddall stated the minutes for the General Membership Business Meeting in San Antonio, Texas, on November 21, 2003, had already been approved by the Board of Directors. No action was taken.

FINANCIAL REPORT
Jim Siddall, Secretary-Treasurer, gave a brief summary of the year-to-date finances. He also reviewed the annual 2004-2005 TMUA budget approved by the Board of Directors.

COMMITTEE REPORTS:

Membership Committee
Susan Butler, Committee Chairman, gave a brief review of the membership survey that was previously sent out electronically. She stated there are approximately 250 members.

Nominating Committee
Ron Haynes, Committee Chairman, was absent. Leonard Young presented the 2004-2005 Board nominees.

Finance Committee
Jim Siddall, Committee Chairman, gave a brief report.

Awards Committee
Ron McCuller, Committee Chairman, gave a brief explanation of the awards process and stated that the forms are available on the TMUA Web site.

Scholarship Committee
Phil Boyd stated that the organization is awarding three $500 scholarships this year. The recipients are Andrew T. Smith, Stephanie Fisseler, and Shela Williams.

Program Committee
Julie Smith, Committee Chairman, gave a brief description of the TMUA affiliates program to be presented in Corpus Christi during the TML 2004 Fall Conference. Suggested program topics from the membership survey will be included.

REPORTS FROM REGIONAL DIRECTORS:
Regional Directors from Regions 2, 3, and 4 were present and gave a brief report. Region 5 Director, Reynaldo Cantu, stated the EPA asked the City of Austin to put on a CMOM seminar this year. The seminar will be August 30 – 31, 2004. Regional Directors from Regions 6 and 7 were present but gave no report. The Director-at-Large made a brief comment on the state’s surcharge on gas pipeline safety.

2004 AFFILIATES DAY SESSIONS
Leonard Young made a brief statement about trying to increase attendance at the conference.

REVISIONS TO THE TMUA CONSTITUTION AND BYLAWS
Leonard Young gave an explanation of the proposed constitutional changes. The main change is replacing the member label designations as “Fellow” and “Member” with “Full Member”. James Dickinson made a motion that the Constitution and Bylaws be revised as recommended by the Board of Directors. Will Wilde seconded the motion and the motion was approved.

NOMINATION AND ELECTION OF OFFICERS AND BOARD DIRECTORS
Leonard Young presented the list of nominees recommended by the Board.

Jim Siddall, Secretary/Treasurer
Region 2 – David Harris, Brownwood
Region 4 – W. David Ryburn, Irving
Region 6 – Keith Bonds, Longview
Region 8 – Chris Peifer, League City

Leonard Young asked for any nominations from the membership, and there were none.

Ron McCuller made a motion that the nominees be approved as presented. Rooster Smith seconded the motion and the motion was approved.

RECOGNITION OF TMUA SPONSORS
Leonard Young presented the sponsors with appreciation certificates. Leonard personally thanked each sponsor’s representative in attendance for their contribution to the organization

. Leonard Young reminded everyone that the next TMUA Annual Conference will be held at the Hilton Austin Airport Hotel on February 2, 2005.

With no additional business, the President thanked everyone for attending the luncheon and adjourned the meeting at 1:20 p.m.

TML Annual Conference
San Antonio, Texas
November 21, 2003

MINUTES

The General Membership Business Meeting was held at the Henry B. Gonzales Convention Center, Room 006C, San Antonio, Texas, on Friday, November 21, 2003. Ivan Langford, President, called the meeting to order at 11:06 a.m. and welcomed everyone present. Approximately 24 members and one TML staff member were present.

AWARDS
Ivan Langford awarded James Vines, City Manager, City of Hempstead, the TMUA Outstanding Public Official Award. James was not at the meeting. His award will be presented to him later at one of his City Council meetings.

Nominees were Charles Anderson / Arlington, Dave Ryburn / Irving, and James Vines.

Ivan Langford presented San Angelo with the TMUA Outstanding Municipal Utility Award. Will Wilde accepted the award for the City of San Angelo.

Nominees were City of Irving, SAWS (San Antonio Water System), and San Angelo.

APPROVAL OF MINUTES
The minutes for the May 2, 2003, General Membership Business Meeting were presented by Ivan Langford. Leonard Young made a motion to approve the minutes as presented and Will Wilde seconded the motion. The motion was approved.

FINANCIAL REPORT
Jim Siddall, Secretary-Treasurer, presented the financial report. Chris Peifer made a motion to approve the financial report as presented and Ed Hansen seconded the motion. The motion was approved.

WATER CONSERVATION TASK FORCE UPDATE
Will Wilde gave a brief explanation of what items were discussed at the October Task Force meeting. Copies of Will’s memorandum covering the October meeting were made available to anyone who wanted one.

TML REPRESENTATIVE’S REPORT
Charlie Anderson was absent and no report was given.

PUBLICATION COMMITTEE
Jim Siddall, Committee Chairman, gave a brief report on the Catalyst.

TMUA STRATEGIC PLAN
Ivan Langford mentioned the TML staff had completed putting the Strategic Plan together for TMUA. Everyone was handed a copy.

It was determined there was no additional business. The President thanked everyone for attending and adjourned the meeting at 11:25 a.m.
